deadfive | I have wireless internet with an integrated graphics card, I only get 20-30 FPS. But then I lost the internet. I upgraded my graphics card to a PCI 128MB Xstasy which is also the ATI Radeon 9200 SE. Will that up my FPS to 60-80?

No, your FPS will go up to around 50. Plus, PCI sucks, and so does the 9200SE, trust me.
flyingfox | Your computer's system memory(RAM) and processor speed plays a big part in what your FPS can be IF your graphics card is of medium to low power.

Wrong. Using a 16mb video card, when I went from 500mhz to a 2.1ghz Athlon XP, the difference was only 20 FPS. I also had 512mb of memory. When I got my Geforce FX 5600 256mb, my FPS went up from 30 to an average of 90 - 120. Your video card plays a big part in Renegade, and it's just like that in any other game. Increasing my memory to 1gb has done nothing to Renegade, not even change the loading time, but in Half-Life 2 it has been a world of difference when I upgraded to 1gb.
