This is a know problem and has had many threads started about the same thing...
I have also had this happen to me on a few occasions, althou not always...
The task managaer does come up by the way, you just can't see it, i run two monitors and have positioned my task managaer on the second screen, so when this happens i can end the process, however a simple solution is to alt tab when you want to quit renegade and then use the task manager, not prefered, and not always remembered either, but it works.
Also if you run your renegade in windowed mode then you will be able to see the task manager then, its renegade that is freezing, nothing else. It's just that because the thing takes up your whole screen you can't do anything about it
