GameSpyGamePort = 4100

I don't think this is your problem, but it should be = 0

Also your remote admin port and UDP port are both 4848

RemoteAdminPort = 4848 Change this to somthing else (I use 5000)

After you change your server.ini, it is almost easier to reinstall wolspy as it will take all the settings from server.ini and it takes 30 seconds to reinstall wolspy.
