Some people from that region have a speech impediment, or just a lack of usage of the letter L. This becomes an R. It was a joke originally from Vietnam I beleive. The soldiers would go to the night clubs, and the women would come up to them and say Herro Brue Eyes. Instead of Hello Blue Eyes. So when I saw Offrimits instead of Offlimits, I lol'd and thought of that.
