On the Microsoft website it says that you can just go to add/remove file and remove it, but on some other websites, it says that you need some kind of program to remove it.

I may be wrong about this, but I *think* that might have been one of the issues involved in the anti-trust stuff vs. Microsoft. I think you couldn't uninstall IE from older versions of Windows, but part of the ruling was that you have to be able to do so now.
Again, I may be wrong about this, as I never actively tried to find information about it, but I think I remember hearing something to that effect.
