OK so I blew up the MCT of the dam after going down the elevator, and I end up in the back at the bottom (I can look up and see the power plant above me).

I know I'm supposed to take out the plant, but I can't get in cause a door at the bottom won't open. It has a green color over it, but I never saw any keycards. Is this supposed to happen? How do I get in?
