Also, it depends on the server... You have to turn ahead of time for the server to register a turn when you want it. Tapping the keys works in games with up to 300 ping or so... Any more than that is pointless to play in anyway so...

My hypothesis is that the server "knows" where all the vehicles are...
Example:
In Tribes 2, you sent in where you have moved to the server, then the server sends the other people the new location info.
In C&C renegade, you have toe tell the server where you want to move, and you actually start moving only as soon as the server gets the info you sent.
