Take the elevator down to teh walkway above the spillway. Enter the tunnel and take the elevator up. You will come out in another tunnel and look for another elevator up. If you miss this elevator you can retrace your steps and take the elevator up at the afr end of the ****. Either way you are now on top and you blow the ob or not(it is a bonus goal) The large door will open when you walk up to it. If this doesn't help you check to see if the walkthrough at www.planetcnc.com is done yet.
