Cant find Renguard [message #99283]

Ok
this is the story
I unistalled renegade because I wanted to get rid of some skins and AI bots
So I unistall renegade and then I reinstall it. Well I clicked the renegade icon on my desktop and renguard pops up then I click connect and it says "The procedure entry point ?Detect Bandwith @@YAAAAKHAHAHPAUBandtestSettingsStruct @@PAD>@Z could not be located in the dynamic link library Bandtest dll."

Then I tried unistalling renguard from my control panel but its not there in add or remove programs!
What do I do?
