It's still being worked on, but it does presently work in-game.

It costs $2,400. Once you fire by pressing the mouse button, it will kick you out of the vehicle. Its harmonic resonation engine begins to work, and the piston at the rear starts charging it for detonation.

After about 15-20 seconds, it detonates.

The blast wave will look different in-game. It will appear to be more like a wall of air, a shockwave, with dirt mixed into it.

What happens if you kill the M.A.D. tank while it's charging? Does it still work?

well in the Red Alert addons, it just exploded harmlessly when destroyed (and charging), so it will probably not work when killed

Except that it does 33% damage to every vehicle and structure in a large radius when it detonates. You just need to defend it with your infantry when you deploy it. I don't see how that's a waste of money - three successful simultaneous detonations could win the game for you instantly. And it's considerably tougher than a Demo Truck.
