How/Where do you get an automatic server that states the rules or whatever in the message box when you join?

When in battle, ALWAYS watch your back... so I can hit you from the front! GOD BLESS THIS NATION!!!

I downloaded the blazerregulator and it isn't working. I installed it and I have it running but it doesn't affect my game. HELP! Sad
