Steve Tall is the man in the near center with the Red Alert t-shirt that says "SURRENDER IS NOT AN OPTION," overlaid on a square Soviet logo.

I have that same t-shirt. The back says "World Domination Tour '97" with a list of Soviet-conquered nations.

I am assuming you mean the left monitor but it's to hard to really make it out. It looks full screen to me.
