Okay took me like 2 secs to figure out once I was back in PS.
1. Pick two colours red and yellow. Then go to Filters>Render>Clouds
2. Then go to Filters>Distort>Polar Coordinates;Polar to Rectangle.
3. Then go to Filters>Distort>Ripple; 50% Size=Small
4. Then go to Filters>Shear>Wrap Around. Then change the curve int he box to the desired shape of your flame.
You can change these values around as you please.

Ah, I thought it was something like that, but I'm too tired to attempt to open PS and fiddle. I could easily tell that polar coord was used, and I also thought you used the shear. I couldn't figure out how you got from A to C, but now I see that the connecting B is the ripple effect.
