Will the Renguard client (on the players machine) require the .net framework installed ?
Are there any plans to release a public API so that other regulators can plug into Renguard ?

No .net framework needed for Client.
Currently, we do not plan to release specs for the server side client. That is what the standalone SSC developed by djlaptop is for.
