A permanent base on the moon would have its advantages, but not as much as having a permanent base on mars. Mars's atmosphere is very different from our, but if you were to remove all the trees from earth our atmospheres would be almost identical, which means that mars can be transformed into an almost "second earth". The idea of terraforming was officially introduced in the lat 1990's and it was theorized that mars or Venus could be successfully transformed into an earth like planet. The moon, with no atmosphere to begin with, more enough gravitational pull to hole and atmosphere to it not much higher then the density of space is out of the question to terraforming or even a permanent living area for normal citizens.
Humans should be almost fully prepared to make a human mars trip in little over 2 years, which is exactly the time earth and mars will be close to each other once again.(Mars Pathfinder missions). Once a permanent establishment that can support itself under any circumstance is set up we will be able to start construction of "terraforming plants", Most likely massive machines that would burn highly polluting materials to create green house gasses to warm the planet. Massive greenhouse forests or genetically altered trees that can withstand some of the toxins in Mars�s air and grow at a much faster rate using more CO2 can be constructed which would in turn release O2 into the atmosphere. As for the other materials required to have breathable air can be extracted from the ground as well as gasses that will break down the harmful substances in the atmosphere. We�re are looking at is a green watery mars in about 400 years.
