Will we be able to block custom files. As in, maybe I might want to block a certain skin that removes the green tint/black tint from the sniper rifle zoom.
If we named the file correctly, would RenGuard block that file, too?

In your example, yes, the sniper scope will not be allowed under RenGuard. But as far as I know, the server will be able to choose to block certain types of files, such as skins of any type for a clan match, etc.
I'm the bawss.

As it stands, the SSC is able to decide if it allows skins or not. We call that "pure mode". That's all. The authority about deciding what's cheating and what not lies in the master server.
There's no distinction in skins. We orginally had the idea to allow "good" skins, but we dropped that idea in favor of the modding community. Approving every single skin that exists is just bad.

well this brings up the queston...
What was I kicked for?
I can see cheaters saying"Oh i had a stealth skin,I didnt realize that wasnt allowed,May I please be unbanned?"...while they were actually banned for BH cheats but making that there excuse.
So will the server host know exaclty which file they were banned for?

No, the Server does not know the information, just the command that it needs to kick/ban the user.
The client has all the nescessary information to inform the user. Since it does the actual checking.
Running skins will not get you banned. If a Server is set to pure, it will simple not allow you to play in it.
