I reciently reformated my HD and upgraded from Win98SE to Win2K. General specs on my machine are:
1. Athalon 900
2. 398MB RAM
3. Western Digital 120GB HD (7200RPM)
4. VooDoo3 16MB video card
5. Win2K SP4
6. Cable Modem (756Kbps down, 128Kbps up)
I know, your first comment will be "get a new video card". BUT, I was generally getting 15 to 30 fps with I had Win98SE installed, however, with Win2K, I generally get 4 to 15 fps. All the hardware is the same.
I have set the renegade settings as low as they will go, both in resolution and the performance settings and still get lower fps than with Win98SE.
So my questions is... Is there a setting somewhere in Renegade or Win2K that I need to change? A followup question would be is there a third party Video card driver that may help?
I don't know much about computers, so any help would be appreciated.

is your video card agp? if so, you may have to download some new chipset drivers from AMD since sometimes AGP isn't supported by the driver that came with your computer. look here: http://www.amd.com/us-en/Processors/TechnicalResources/0,,30_182_871_2336,00.html
EDIT: oh yeah, make sure you have the latest version of directx, its 9.0b i think, get it at http://www.microsoft.com/windows/directx/default.aspx
if you dont know which version you have, check by clicking run in your start menu and typing dxdiag, which brings up the diagnostic utility.
EDIT2: also make sure you have the latest vid card drivers go check http://www.voodoofiles.com/8611

Yes, I know that the VooDoo 3 is a bit old, but when I got this computer (in 1999), it was a rockin' card. I have upgraded almost everything on the computer (cpu, ram, cd drives, HD drives, ethernet cards, SCSI systems) but the sound and video cards. It almost isn't worth getting a better video card now, I should just buy another computer.

1) Windows 2000 Is not a good choice for Gaming. I tried to host and play on a 4 player server a while ago on W2K DC with a pc with similar specs, and the max I got was 2FPS.
2) The FPS you are getting now is fairly normal. 10-25FPS is the average for a PC like that.
Most of my PC are like yours.
P3 866
384MB ram
100GB storage (2HDs)
WinXP
DSL about same speed.
But my graphics gard is a geforceFX 5200 128MB.
That improved performance ALOT trust me lol.
But if you plan to upgrade to WinXP, prepare to buy a new gfx card. XP doesn't support it.
So in short terms:
What is happening to you right now is normal...........sucks but is normal.

Make sure you haven't got things like Anti-aliasing set on, they kill FPS. Check in the ATI control panel to make sure it's set to "off" or "application preference".
Also, if FPS is that much of an issue, try turning some of the stuff off in Renegade.

Frij, it's still the video card. I use an old video card and my 7000 is up in the shelves. If you had read reports on the card first (which I wish I had done) it says the 7000 is not good for gaming. In fact it's a fairly bad card. I had the exact same problems as you. It's just a better card you need; trust me. go to http://www.google.co.uk and type in "radeon 7000 stats" or something and you'll see what I mean. It comes out the worst in a comparison of typical video cards.
The later ATI series cards are good though I think. The 9600 series and up is great, but a little expensive I think.
Oh, and if you can return the 7000 and get your money back, I would do so. And reinstall the old drivers while your at it.
