Download photoshop and use the slice tool to make the editable sections
and I suggest you download Dreamweaver MX 2004

Ok, I already have photoshop and dream weaver mx. So what I need to do is slice all the pics and make them one image?

You lave them as they are as seperate images then bung them into a HTML table. You probably have to set some of them as a tble background image if you wish to write on them.
