I honestly have no idea about programming with the Unreal engine.
It's true that they can transfer their assets at the same quality but I also think they might get criticism for the quality of the work not being something you would expect out of a Unreal engine 3.0 game and then the end result would be in a lot of ways similar than what they have now; just with a better engine. They obviously could start upgrading the graphics after the fact though.
I think the problem with obscurity is not the game being tied into the Renegade engine, it's just the general lack of advertising and the game itself isn't that fun like APB also isn't at the moment. If the game is fun the player base should be stable and advertising + word of mouth will reach people.

There's nothing inherently fun about Renegade's engine and the bad graphics, though. To be totally blunt, both APB and Reborn look marginally worse than Renegade. The models in Renegade may not be the most detailed, but their textures make up for it with baked-in lighting and a consistent art style. APB/Reborn models have a ton of polygonal detail but the look of the mods is worse in comparison to Renegade.
Renegade looks good for what it is, a moderate amount of detail packed into tight spaces. APB/Reborn look bad in comparison because they've got sparse detail spread across massive maps. That also engenders the issues with gameplay being repetitive, boring, and honestly kind of shallow. Renegade wasn't much better, but at least you don't have to wait five minutes between battles while you trek across a gigantic map and hope for the best. Of course, City\Flying has this same issue but to a lesser extent.
Another *real* problem with APB is the fanbase. As Agent Gibson (The guy who founded the mod with me and L3f7H4nd3d) said back in 2004, paraphrased: "All that's left of this mod is the lunatic fringe. There's no reason to develop for it anymore. I'd rather work on something modern without the weirdos that devote their life to a single game."
You can see this in APB's fanbase. Quite a few of them are just downright strange people. The developers are generally pretty good, but the fans are fucking crazy. Look at this thread as an example:

Reborn's dropped to 7 players, by the way. I'd be pretty sad/pissed if I spent 10 years on a mod, only to see it flounder a week or two after release.

lol...this post cracked me up. It was founded by nut jobs, and attracted the same type of people. Nobody should be shocked about the toxic fan base. Ironically, I think all of us are nut jobs for being on this forum still and talking about Renegade and its mods. We are all just a bit crazy.

Your post about the community was really good; I'd like to come back to it as I feel this seems to affect gaming communities in general, for example Blizzard's forums for their games.
One of the issues I have with myself is how spend I too much time laughing about these weirdos instead of just ignoring them and doing something productive. Cause honestly if you look like some of the threads made here even in the last month they're hilarious and pathetic. It's just mindless entertainment; but like gossip really easy to get into.
Like your example; a guy says he's physically crying about how he got abused by a moderator, when I first read it I laughed so hard.
Renegade is a bad game which has almost no skill ceiling because of how laggy the netcode is, hugging a wall, a gun that shots 4 shots with infinite range that kill basic infantry in one shot and other infantry in two shots which also has a scope on it, and you can use it while bunnyhopping and moving. Tank combat actually takes some skill but on large servers it's mostly decided by whose team has more Hotwires/Technicians repairing their tanks. There's some things you need to learn but in the end only hitting Light Tanks who are evading from a distance is hard. Rep shooting adds a bit to the skill ceiling and is fun to do when bored, throwing your tanks off cliffs while engaging enemies to retreat, hide or confuse them is fun.
So yeah the game isn't hard but it's just fun to play; people are still extremely bad at the game, people say or do funny things. Playing basic infantry versus basic infantry games is fun to me (until I'm bored); killwhoring enemy infantry because I have infinite ammo is fun to do, challenging because of my euro ping and the laggy netcode and it's hilarious when people cry about.
I can understand if any other person don't think these things are fun.
The hilarious community around it with people desperately trying to get moderator positions (basically e-janitor if you look at it that way), all the dumb drama and weirdos is great too. Most of these people don't actually play Renegade or not where I'm playing Renegade. It's just funny and pathetic.
I've seen that Reborn has less players now; it sucks for them and I assume that's pretty frustrating too as you like you said they spent a lot of time working on it.
