Most people with the actual skill and knowledge to mod well would rather actually play the game than have to deal with retarded shit when they are trying to have fun. There are exceptions of course.
More often than not though, someone that wants to be a moderator nowadays wants the power trip that comes with it, rather than the ability to make the games better for all that it once held.

you make it sound like he has a real job...he works part time behind a counter in a phone shop ..and chances are lives in a 1 room flat above the said store.
