That was from a long long long time ago, tmx runs the same exact thing, and a few other servers. I believe this was scripted by blacky.
We don't even run this anymore.
You run a ragequit command where when someone leaves it shows who killed them and they ragequit from it, this was !rq and it kicks you from game and shows that msg.

That was a brenbot plugin made by someone else that I was testing out and threw in. I, nor did anyone else, really use that specific feature or even care about it. A few people may have, that's it.
