Banning Simon is like banning a nublet for sucking. He means no harm. He jus needs to be put into line sometimes as he does tend to go over the top on occasion. If you gave him an actual reason why he was banned instead of this elusive behavior then perhaps he will forget about Jelly and move on.
Surely he deserves to know why he was banned, give him some closure?

He does have mental problems unfortunatly, I agree that he shouldn't be bothering any players from any community. Perhaps if you send him a pm stating that he's been banned for cheating/annoyance/ToS violation or some crap he'll find closure and be able to move on, then he can play on Ax/st0rm/n00bstories w/o it being in the back of his mind. That would seem the most pro-active step to take in this case. This way, he wont bother the Jelly community, so everyone wins.
