I noticed whenever I'm on a server, playing normal no issues, suddenly the server lags and my KBPS drops really low (a fault of the network/server, not the patch).
However, once this happens, my KBPS never recovers back to what it should be unless I exit and rejoin the game. I think the patch has something to do with this as it was all dynamic before and usually sorted itself out.

Yes, resetting your sbbo should work. Unfortunately the Renegade engine is quite good at *lowering* sbbo to work around network issues, but is extremely bad at increasing it again to take advantage of improved network conditions.
As I understand it's always been this way, but because it didn't really apply the sbbo properly before (hence why setting it insanely high would work regardless of your actual connection speed) you simply didn't notice its inability to throttle back up correctly.
