I was playing on 4.0 beta (on a possibly non 4.0 server) and the harvester never stopped doing its harvesting animation no matter what it was doing.

Known bug for stock servers and TT clients. It's actually a stock bug and a TT fix that causes this to appear, from what I understood. It works as expected on a TT server though.
