Don't get me wrong, I like the st0rm community. But it seems as if that's where everyone that's banned from any other server goes and continues their cheating.

to be honest they do try, they have banned and unbanned me several times for cheating in their server.
Pain in the ass though having to upload fraps every few months...

Yeah I know they try, but there are times whenever you're in the server and you can see people abusing and nobody does a thing about it.
Tbh, it seems that the regular players try to moderate the servers more than the actual moderators. Case in point, HaTe exposing mobilest0rm. I, myself, have even gave up some people (though I used to mod there) that have cheated. They do have some good moderators, though.

True, most of the time it's actually the regulars moderating the server and exposing cheaters. The mods and admins however don't treat these messages seriously and most of the time they tell the regulars to stop whining and play the damn game.
Lack of moderation is the problem with st0rm.
