My FPS is usually around 60 to 70. Occasionally my FPS drops to 5 for about a minute then returns to normal. It tends to get annoying.
It does this no matter the amount of action ranging from very little to too much to function.
It also does this no matter the performance setting ranging from lowest to highest.
My Video card is a Nvidea Geforce with CUDA (no other information known)
Ive checked Task manager CPU usage is only 5 to 10 % higher than normal
Also my ping usually sits between 90-150 and randomly spikes to 5000+ these spikes last anywhere between 1 to 5 minutes. im using wifi if this has any effect.

My renegade does exactly the same thing since i got back, and yes its annoying as hell. It sucks being in the thick of things only to have your fps drop to 5.
My graphic card is a ATI Radeon HD 4650, and i just got it not to long ago from tigerdirect.com

Aside from saying make sure your video card drivers are up to date, there isn't much more I can say. Also make sure drivers for everything else are updated (you never know).
I'd also try running Renegade with no other programs running, just Renegade. If that does nothing, look at the processes running and see if any of them are using up a lot of CPU (without Renegade running obviously because it uses quite a bit of the CPU).
