Vacuum cleaners are not really recommended unless you want to fry your motherboard with static electricity... your better off with a can of compressed air to blow the dust out of the system and then you can hoover said dust up off the floor when your done.
The 100% CPU usage could be for one of two reasons;
1) Something is running in the background periodically which is hogging the CPU and causing your lag, with the side effect of this high usage being high core temperatures
2) The CPU itself has determined it is getting too hot and has reduced it's clock speed to reduce the heat produced. With the number of available CPU cycles decreased Renegade's usage of the total amount would increase.
If your CPU had continued to get even hotter it would have completely shut down to prevent permanent damage. For reference the thermal cutout point for recent Intel CPUs is about 95 degrees.
