Vice City was an 'expansion pack' of sorts too, and that game is arguably the best feature in the entire GTA series.
Fallout: NV is fucking awesome.

So far the game is amazing!
Who cares if it is an expansion, its fallout 3 with another huge story and game and tbh Fallout 3 next to oblivion is the best game i have ever played.
Though, it is a bit buggy still 
When renegade goes Wub, it never goes back
(or at least until I re-install renegade anyways)

Fallout 3 New Vegas does look quite good, having said that I have not played it yet. Though, after seeing a few developer interviews and previews, it has been said that it's much more than an expansion, I've never heard "it's just an expansion".
I have played and have yet to finish Fallout 3, so far I think it's pretty good.

Am I the only one who is finding this game to be really boring? The story is pathetic. I'm seven hours into it, it should be getting good by now.

Its not an expansion, it just recycles a lot of assets, however I enjoy it a lot more than Fallout 3, but yeah the engine could use some serious updating now...
IE, bad animation systems and havoc engine still feels broken, although I have yet to get killed by books randomly flying off of shelves, but I can tell thats coming.
