If it did work, then you would see condensation, so you'd need a drip tray or a way to reprocess that condensed water.
Perhaps if you had a way to keep the water cold, then it might have some merit. But short of ripping apart a freezer, you'll end up having to put ice in that cool bucket all day long.
So no, it wouldn't work like that, and no, not worth it either.
Get yourself a v8 or a v10 CPU fan if you want your shit over-clocked.

If it condensates and the water drips down on your hardware, you're screwed...You'd best buy a good CPU fan or a water-cooling system.
