Since no one actually answered your question let me try to help. First, strike-team does in fact "run" xwis for renegade.
As for your deleted nick you are screwed but it has nothing to do with being banned. For what ever reason strike-team decided that after (an unknown) amount of time your xwis nick would get deleted from their system. They didn't tell any one nor did they consult with any one - they just did it. If that wasn't enough they also didn't give you a way to recover a nick once deleted.
tl;dr a deleted nick is there but you can't use it

This explains why my name was deleted. I couldn't make a new name either, because the control panel isn't completed yet for Renegade. Why, Olaf, why?! This is worse than the infantry only release of Reborn.

I think you're forgetting the very first release of Reborn, before the new team took over. Yes I'm talking about the one with two-three working maps, and subterranean units.
