The ramjet is not usable in single-player--Only NOD gets to use it. You never get to have it. By the time it shows up, sniper rifles are useless anyway. The railgun never even appears in single player. I hope you enjoyed knowing you've wasted your time.

I can only remember the guy on the command center (elite blackhand) shooting with a ramjet. But I have never been able to find it or pick it up after killing that guy.
Only way to get it is changing your objects.ddb or in the last mission using a c130 dropmod to let the cargo plane drop weapons.
