Trust me, if your PC usage really is what you said, get a desktop. It'll last longer and won't have near the problems. Just make sure it's upgradeable and you'll be set.

Build your own indeed.
Laptops should IMO always be bought new (or close to it) and certainly in brand new condition. Furthermore, I'd always get a high end one, because laptops suck.
