Neither, i can give you a nice white tower case for free.
Modding a cpu is stupid IMHO
In the end it doesn't matter if you are who you say you are. You will still mean nothing to me.
When i have kids, everytime i drive past a fast food restaurant, im gonna punch my kid in the face, then they'll never wanna come..

C, F is chilly, really cold for a CPU. A fan controller is good if you own a noisy fan. My Volcano 11+ comes with one and I use it when I'm typing and turn it up when I'm playing planetside or Renagde.

Yeah at the full 5400RPM it is very loud but it dies cool it down quite good. When i'm typing like now and not using the CPU a lot i turn it down to around 40-45% speed. But If I leave my PC doing nothing i could probably turn it down to it's lowest setting where you can't hardly hear it. ut i just press the power button on my PC to send it into standby so i hardly use the very low setting. But it is useful when you don't want the full drone of the fan when your typing or doing some work.

Hehe, once, I made a custom cooling system. I took the air out of my AC vent, which was quite cold, then ran it to about 5-6 fans. I got it down quite low while running a few programs. (It was really loud, hehe)
P.S. Just for looks, I would go with #2.
