UT3 requires all people in a server to play with the same version of the game. So when you join a Renegade X or UT3 server, all skins, model replacements, and sound replacements, are reverted to the originals. Think of it like sort of anti-cheat and anti-advantage mechanism.
The only way custom content can be used in Ut3 or Renegade X is if the server is hosted with that content. Then, everyone who joins will automatically download it.
We don't intend on changing this system. There are too many advantage skins, stealth reveals, coloured C4s and other things that C&C Renegade had that made many people play unfairly. Original work is usually a lot better than custom skins anyway.

Yeah, if you want to cheat/have an advantage just turn off grass, knock up your field of view, turn off bloom, and anything else you see fit in order to make it easier to see your hiding enemies.
