Definately the Anti-Cheat. A game with fancy graphics, no bugs and a resource downloader is worth nothing if there are cheaters running around ruining games.

Resource downloader. We already have things like BIATCH working to stop most of the more severe cheats, and it's even better with competent moderators.
Bug fixes would be second on my list; this is because I assume the netcode being redone is considered "bug fixing" in this poll.
Then, of course, anti-cheat (it's still important despite what I've said above) and shinies last.

Good points.
I voted for AC first though because I like playing without cheaters in-game.
Resource downloader would be my second on my list.
Then bug fixes.
Even though the graphical improvements in TT are nice, especially with my new computer I just got, I'd rather see less shiny things in-game and more bug fixes and an anti-cheat.
