As in if you get all the USA security people in order who will be on top with most power?
for example
local PD
Swat Team
State Marshals
FBI
CIA
ATF
how do you think the order of power should be from least to who has the most power

The FBI is the most far reaching and "powerful" organization in terms of the authority they carry and what tasks they perform. The CIA is heavily over exaggerated.
Also, lol at being the only American replying to this thread other than SSnipe.

Yeah, FBI has much more authority. They're basically modern day ninjas, except less killing. CIA is more security, FBI hunts people down.

CIA hunts down people outside the US using not to legal ways sometimes. FBI is bound by rules/laws of countries as they're tied to the Justice department.
EDIT:
FBI has greater power, I agree, than any of those agencies.

the cia is focuses on external security
the fbi is domestic
i dont think the fbi can tell local PDs what to do, though. but i guess they can take over an investigation? i don't know.

The question can't really be answered, they all have completely different objectives and jurisdictions.
For example, the FBI can't just come into town and tell the local PD how to do their jobs, they have to have jurisdiction over the specific case unless asked for assistance.
The FBI does however, have a lot more resources and access to more databases so it's easier for them to get information.
Edit: Since this forum fails at country flags I should probably point out, I live in Canada. So don't expect everything I said to be correct, I'm just guessing what makes the most sense.

Well i know that the departments do different things like fbia dn cia are mostly way different, despit the fact the do different jobs each department has to have some level of jurisdiction even if its in there own job but if that jurisdiction is at a higher lever then lets say FBI then cia would be ontop of FBI
