I actually have the same monitor (and also the T220HD next to it as a dual TV / Monitor) and it works fine with DVI in 1680x1050 at 60hz. I didn't need to install any custom drivers or anything, the native Vista drivers worked fine (although Windows Update did grab the proper ones a few hours later).
I am using a nVidia GeForce 9600GT, running both the T220 and T220HD in 1680x1050 @ 60hz with no problems whatsoever. Have you tried updating your ATI drivers, and maybe checking the card specifications to see what is the maximum resolution it can support in DVI mode? Heck, I have not used ATI cards in a while, but maybe you have to enable the DVI port somehow in the configuration settings in the driver? (Yes, that would seem rather a dumb thing to do considering you need to have a monitor working to do that, but when computers tell you to press any key when no keyboard is found you realise how dumb they can be!)
Caveman, the T220HD is excellent as a TV and as a monitor, the sound is decent (for built in speakers) and it is easy to setup. One point worth bearing in mind is that if you plan on having a dual monitor setup with a T220 and T220HD side by side like I have is that the T220HD is actually a touch lower on the stand than the T220, so they don't line up perfectly, but otherwise they go together really well.
