I have been trying to figer this out for 2 days now, i have started to make userbars and a friend asked if i can make him a its peanut butter jelly time, so i thought why not have the song play when you click on it or have your mouse over it. i have the userbar made i just don't know how to add the music.

You can't add music to a standard image like .jpg or .gif for example, you need to create a flash file.
Paste your image into it and then create an event for it to start playing sound upon load, mouse hovering, mouse click, etc.

It can be done but not in a standard .jpg or .gif file format. You would need to use some kind of markup language. Javascript would probably be the easiest method.
It probably wouldn't be a quick job and it wouldn't work on a forum in signatures.
