there are things like that in all CNC and Westwood games (probly all EA, but idk). In CNC Generals ZH, there are alot of DDS/TGA files with pis of Random guys smiling, or of HORIBLE drawings of stick figuer plane attacks, lol. One actually says "PLACEHOLDER". Guess they are just too lazy to do anything about them.
