Is it possible to change these horrible Windows presets. I have made some pictures on it here

Basically I am trying to change the Windows Explorer look as I am finding my self using it a lot, but I just don't like the look of it but I have not idea how I even tried messing around with the main shell.dll file and I still didn't get any results of it.
Seriously people how can you fight a war on terrorism with all of your borders wide open!
