I have a cheap PC So im guessing it has a cheap dvd burner. When I put in any dvd that I burned with data, Explore.exe freeze almost 80 % of the time and it is very very slow to access folders....Is this the dvd burner? or the dvds? (Does same thing will all dvds Burned by someone not dvds of games or such you buy in store).

You may want to try updating the drivers for your DVD burner, or if you have specific DVD burning software, upgrade that. It seems like there is some conflict with whatever DVD software with explorer.exe, which is basically the Windows file/folder viewing system. Or you could just spring for a new DVD burner, which these days have become ridiculously cheap. For example, view Newegg's fine selection.
