There's so much wrong with that last sentence that I don't even know where to start. Clearly you haven't looked at Obama's voting record, his political ties, the Second Amendment, or the *political* definition of the term "Assault Weapon." I'm not gonna bring the whole pro/anti-gun argument in here, but at the very minimum would you please inform yourself a little bit better? Ignorance is doing enough damage to this country already.

Not if there is a super majority which in most cases there has been. After the declaration is passed it is his DUTY to carry out that declaration since he is the executor of the law. Constitutionally besides the threat of a veto the President has little power over declarations of war.

Though the president can send troops out other countries without declaring war.
But they have like 6-month deployment span or something. I can't remember >_<

It's the War Powers Act passed during Nixon's Administration. Nixon vetoed it and Congress managed to override the veto.
In a nutshell, it states that the President must alert Congress within 48 hours of sending troops overseas, and troops cannot stay abroad in combat more than 6 months without approval by Congress. Congress has been loathe to enforce the WPA in the past.
