Click on Control Panel (small link under the main banner), then click on Account Settings when that page loads. When this next page loads scroll down to Avatar Type and choose Upload Avatar.

Nope, that's the maximum size allowed by the administration. It looks alright at that size anyway, I wouldn't worry about it.
