I have a feeling this has less to do with the boy's talent, and more to do with adults acting like children.
Heck, when I was 11, our league had some really good pitchers who'd throw hard, and right down the plate. Some parents complained, saying the kids should be 'moved up' . Instead of complaining, the parents and coaches of my team chipped in for our team to go to an indoor training facility, and have us all spend a day taking swings at balls from pitching machines. It went so well, that we made a point of spending an hour a day per weekend in the batting cage just hitting fast throws.
It worked.
