Because they know how corrupt government can be, and how eager they are to take away our rights.

As for the "general welfare" clause, I consider that to exist when it benefits EVERYBODY.. at least, tax payers. Government funding where only a small portion of the nation benefits from what I pay for isn't the "general welfare", especially if certain government initiatives (ie. minimum wage and fiat money) only helps to create inflation and other economic problems which we can all agree only serve as a detriment to society rather than a helping hand.

A government that serves best, serves least.
