Seems like your Windows is messed up.

-remove all tuning Utilities like Tuneup etc
-install the latest DirectX redist (March 2008) from Microsoft
-run CCleaner
-run a Defrag tool
-reinstall Renegade
-install Renguard and the Corepatch 2
-install the latest scripts.dll

...and then post the result here.
