I cant choose run as admin in NONE of my programs on my pc.....yes its vista home premium theres only one login name which is mine and this never showed up before....
i did disable some windows service's if they may be the problem? but if so idk which one

Checked a few of my progs just to be sure, but I'm gonna go ahead and say that because you have the only user account on the computer, you are an Administrator for the PC by default. The only other 2 accounts are the "Administrator" account, which only shows up when booting in safe mode, and the Guest account, which is just a User level.
Therefore, because you ARE an admin, you can't run the program as an Admin, since it's already running as one.
Roleplay 2 Website (click pic) designer, owner, and admin.

I do believe its apart of vista protection to stop virus' from running properly that ANY user has to have the program ran in Admin mode to work fully whether you're the only admin or not.
Edit:

lot in as the account administrator and try it? dont know if it will keep the setting when you log in.
start->all programs->accessories->cmd type: net user administrator /active:yes
to turn the account aministrator on. restart and log in on that account. Make sure to turn the account off when your done: net user administrator /active:off (i think. Never turned my off, just put a password on it.)
