I already asked it a long while ago here:
Do i need to ask EA-Games to make my mod Tiberium Redux standalone??

On the ModDB someone said i had to ask them but here they said i didn't have to ask.

PLECOS MASTER

You need to ask EA's permission to make the mod standalone. That is, a mod that can run by itself without a Renegade installation needed.

I started this mod on november 2007, and i didnt work too much on it because of school. Now, sisnce it is summer, i do it fast and good.

I can't imagine many people who do actually run Renegade mods without having renegade installed on their computer though.. It is only really usefull if you are aiming fr an alternate universe/game (genre)
