what is does is it will make players move more in straight lines for you than for others, therefore you gain an unfair advantage over them because for them you are moving in straight lines and therefore a lot easier to hit.
Therefore many servers will make the minimum bandwidth 128000

Well for me its like totally the opposite way
i experience that for them its like I'M walking in a straight line.
example:
on my screen im standing left.
on their screen im standing in the middle.
when i get killed my dead body then slides/warps
to the middle when i was actually standing on the left side
so its true what you said, but i think its actually not an unfair advantage for me, but it is for them.
Got a new comp.
Got a new router (300 N )
New graphics card
Not helps agaist the lag

Not necessarely. If you're in a snipe server with 4 players, 11 kbps is quite normal.
As for the serevrs "you never played in", I suggest you go there to test if it's any better. At least you'd know what the problem is.
Your problem could also be at your ISP, maybe it's overselling its capacity and you get a lot of packet loss. Or it could also be that you have an unsecured wireless network and neighbours are using it to download while you play. Or you have a brother that's using his computer to download on the same network while you're playing. Or maybe your router has a problem Or maybe...
