Uh, they directly translated them. So obviously not. :/
It's just like the Alteran language in Stargate, it's supposed to be a precursor to what we know as Latin, but most of the symbols seen on the show directly translate to English. The art department put funny messages onto the props.

Okay, but why would EA waste their time with making a new language with syntax and such when it would have been better spent balancing the game out, or taking out some of the bugs?
Edit: I'm an d-bag. Sue me.

EA made the Scrin font. They made it months before the release of the game. Before they reviled the 3rd faction was Scrin.
Apoc made it a contest to who ever was the first to decode the message would get a free C&C3. In fact that message was the way they announced Scrin in C&C3. (Christmas, 2006)
